I have laid before the Lorda Commissioners of Ris

enclosing copies of correspondence in which the proposal in
unde that His Majesty's Consular officers at certain porta in Chim should set as trustees elarged with the custody
of reserves of soin to be held against a proposed Latresse
of their note issue by the Hongkong and 3hanghai Banking
Corporation,
In reply I as directed to request you to inform the
Marquia Curson of Kedleston that They see no objection in
principle to His Majesty's Commlar offisera taxing for:al oustody of such reserves provided that the officers are not constituted legal trustess and that the Bank gives an under-
taking as muz youted.
The two points which it is important to secure if the proposal as to local reserves is adopted ars that any obangs
in the maourts held shall be promptly reported to longtong
and that the safety of the deposita shall be secured; and
